擺佈 — to dispose of someone, to do with them as one pleases.
Wukong agreed to the rescue twenty-three characters ago and has already decided to be late for it. The novel gives us the private thought immediately after the public promise, which is how it handles this character throughout: what he says and what he intends are both true, and they are not the same.
His reason is the curse. Bajie told the master that Wukong was dead and then started dividing the luggage, and Wukong has not let it go for a moment since. He is not abandoning his brother — he means to arrive — but he intends to arrive after the lesson has been delivered.
