決斷不定 The King Wavers

That king, muddled to begin with, having heard Pilgrim through, now could not make up his mind.
那國王: 那 = nà. 本來昏亂 "muddled from the start" -- the narrator's own verdict, not a character's. 說了一遍: the falling tone of 遍 pulls 一 to yí. 決斷不定: the falling tone of 定 pulls 不 to bú -- "could not settle on a decision."
One sentence to record the effect: a king who was never firm has now been argued into a standstill.
The narrator's flat aside -- muddled to begin with -- is worth noting, because it explains the shape of everything that follows. A decisive king would rule one way or the other and the chapter would end. This one cannot, and his paralysis is what leaves room for the rain contest, which arrives in the next passage from entirely outside the palace.
