「棍子第四指，就要下雨。」

“At the cudgel's fourth point, then the rain must fall.”
棍子: 子 = zi. 下雨 "the rain falls."
那龍王道：「遵命，遵命。」
那龙王道：「遵命，遵命。」
The Dragon Kings said, “At your command, at your command.”
那龍王: 那 = nà. "At your command," twice again.

Now do not fail or delay.”
卻莫違誤 (wéi wù) "do not disobey and do not bungle it" -- a stock warning at the end of an order, and the only sharp note in an otherwise cheerful briefing.
The choreography is complete: five points of a stick governing wind, cloud, thunder, rain and clearing -- the immortal's scheme entire, now belonging to somebody else.
The closing warning against error is the one moment the tone hardens. He has been genial with these gods throughout, and he ends by reminding them what happens if they get it wrong. Then he goes back down to clear the platform of its current occupant.
