諸色皆備 All Made Ready

The three Daoists sat with the king up in the tower.

那三道士: 那 = nà. 陪 "to sit with, to keep company." The seating tells the story on its own: immortals up in the tower beside the king, pilgrims on their feet below.

少shǎo時shí間jiān，一yì員yuán官guān飛fēi馬mǎ來lái報bào：「壇tán場chǎng諸zhū色sè皆jiē備bèi，請qǐng國guó師shī爺yé爺ye登dēng壇tán。」少shǎo时shí间jiān，一yì员yuán官guān飞fēi马mǎ来lái报bào：「坛tán场chǎng诸zhū色sè皆jiē备bèi，请qǐng国guó师shī爷yé爷ye登dēng坛tán。」

After a little while, an officer came galloping to report: “All things at the altar-ground are ready — we beg the Preceptor Father to ascend the altar.”

少時間 "after a short while." 一員官: the rising tone of 員 keeps 一 at yì. 壇場諸色皆備: 場 = chǎng, the altar-ground; "every item is ready." 登壇 "to mount the altar."

總評 Commentary

The stage is set and the hierarchy is visible from the cheap seats: three Daoists seated beside the king in the tower, four monks standing on the ground.

An officer gallops up to report that everything at the altar is ready and to invite the Preceptor to ascend. With that the chapter crosses out of the courtroom and into the ritual arena, where all the machinery of the rain-summons -- and in particular the 令牌, the command tablet whose strokes give the signals -- is about to be laid out for us in detail.
