要晴就晴 Clearing at Will
就是我國師求雨雖靈，若要晴，細雨兒還下半日，便不清爽。怎麼這和尚要晴就晴，頃刻間杲杲日出，萬里就無雲也？」就是我国师求雨虽灵，若要晴，细雨儿还下半日，便不清爽。怎么这和尚要晴就晴，顷刻间杲杲日出，万里就无云也？」

就是我國師求雨雖靈，若要晴，細雨兒還下半日，便不清爽。
就是我国师求雨虽灵，若要晴，细雨儿还下半日，便不清爽。
“Even when our own Preceptors' rain-praying works, if they want clear weather, the fine rain still falls half a day and it never quite clears;
求雨雖靈 "though their rain-praying does work" -- note that the king still says it works. 細雨兒: 兒 = er. 還下半日: 還 = hái. 清爽 "clear and crisp."
怎麼這和尚要晴就晴，頃刻間杲杲日出，萬里就無雲也？」
怎么这和尚要晴就晴，顷刻间杲杲日出，万里就无云也？」
how is it this monk, wanting clear weather, has it clear at once — in a moment the bright sun comes out and for ten thousand li there is no cloud at all?”
要晴就晴 "wants it clear and clear it is." 杲杲日出 (gǎo gǎo) "the bright sun comes out." 萬里就無雲 "not a cloud for ten thousand lǐ."
The king puts his finger on the right thing, and it is not the rain. Anyone can start weather; the Preceptors have done it before. What they cannot do is stop it cleanly -- there is always a half-day of drizzle trailing after, and the sky never quite clears.
This monk asks for sun and gets sun, immediately, with the sky scoured to the horizon. Control, not power, is the difference, and the king has spotted it himself.
His wondering out loud is also the verdict spoken in open court, which is exactly what stings the immortals into their last move.
