十代閻王 The Ten Kings Of Hell

Which judge would dare issue the warrant?
判官 is the magistrate of the underworld bureaucracy who keeps the ledgers of life and death; the 票 is the written warrant sent out to fetch a soul. Chinese hell runs on paperwork.
Which demon runner would come to make the arrest?
鬼使 are the ghost-officers who serve the summons — the constables of the dead. Three parallel questions, three ranks of the same bureaucracy, working down from king to judge to bailiff.
If they anger me I shall bring out that temper I had when I made havoc in heaven, and with one road of my cudgel I shall smash my way into the shades, seize the Ten Kings of Hell, and pull the sinews out of every one of them — and even then I would not let them off."
那 here is nà, pointing back at a specific and famous temper, against the three question words just before it. 十代閻王 are the ten kings who preside over the courts of the Chinese underworld. Pulling the sinews out is a real threat in this novel's world, not a turn of phrase.
Three rhetorical questions marching down the chain of command, and then the threat. The comedy is bureaucratic: Pilgrim is not defying death, he is defying a filing system, and he names each grade of official he intends to assault.
It is not an idle boast. Chapter three has him walk into the underworld, find his own entry in the ledger, and strike it out along with every monkey on the page. The Ten Kings did not stop him then and he is pointing out that nothing has changed.
The whole speech is meant as comfort, which is the joke. His master has just written that he is going to die, and Pilgrim's reassurance is a detailed description of the atrocities he will commit on the staff of hell. It is the only kind of comfort he knows how to give.
