'Parting from the place beneath the Six Paths of Rebirth, I had Marshal Zhu invite me to mount, and, swift as flight, we came to the bank of the River Wei, where I saw a two-headed fish at play upon the water.'
飛也相似 is "like flying," at speed; 似 is sì. 雙頭魚 is the two-headed fish again. 行 is xíng.
正歡喜處,他將我撮著腳,推下水中,朕方得還魂也。」

'Just as I was delighting in it, he seized me by the feet and pushed me down into the water — and so I came to return to life.'
撮著 uses zhe, to take hold of. 還魂 is huán hún. The account ends exactly where the death did — with a shove — and the emperor has by now worked out that the shove was the point.
眾臣聞此言,無不稱賀。遂此編行傳報天下,各府縣官員上表稱慶不題。

When the ministers heard these words, there was none who did not offer congratulation. Thereupon the matter was compiled and proclaimed throughout the realm, and the officials of every prefecture and district sent up memorials of felicitation — of which no more need be said.
編行傳報 is to compile a report and circulate it officially. 上表稱慶 is to submit memorials of congratulation, the standard response of every provincial office to any imperial good news. 不題, "no more of that," is the storyteller's way of shutting a thread and moving on — the spoken equivalent of a scene change.
總評 Commentary
The emperor finishes and the court erupts in congratulation; the marvel is immediately formalised into a proclamation and circulated to the provinces, where officials file the appropriate paperwork.
The storyteller's closing tag — 不題, no more of this — folds the underworld episode shut and turns the narrative toward its consequences: the amnesties, the Grand Mass, and the pilgrimage they will bring about.
