"If there is but a single thought of goodness and mercy, and it startles Heaven, then those mountains of rice and flour will topple that very instant, and the shackle will snap that very instant.

is dǎo, to topple, and 一念 is a single thought — a Buddhist unit of mental time, the briefest moment in which a mind can turn. 驚動, to startle into motion, is the same verb used for waking a sleeping household. One thought is apparently enough to wake heaven.

quànguīshànlái。」 quànguīshànlái。」

"Go and persuade him to turn to goodness, and good fortune will come of itself."

歸善 is to return to goodness — the verb is to go home, which frames virtue as somewhere the man already belongs rather than somewhere new. 自來, comes of itself, needs no agent. Nobody has to grant it.

總評 Commentary

The arithmetic of this is deliberately absurd, and that is the theology. Two mountains that a chick and a dog would need aeons to clear will fall in an instant — the instant one man genuinely changes his mind.

Which tells you what the mountains were for. They were never a quantity of work to be got through. They were a picture of how far away a person is from where he ought to be, drawn at a scale he could see. And the distance turns out to be exactly one thought wide.

The verb for turning to goodness is the verb for going home. Heaven's position, delivered by four smiling officials, is that Shangguan is not being asked to become someone else.
