逐句解 Line by line
The assembled spirits waited quietly for a full shíchen, and the people did not stop bowing.
祗 is qí, the last of its four. A 時辰 is a double hour — the old Chinese day ran on twelve of them, so one is two hours by the clock. The gods hovered over the city for two hours while people bowed, which is a long time to hold a formation.
Sun the Pilgrim rose again to the edge of the cloud, saluted them all and said, "Much obliged, much obliged.
有勞 is the ordinary polite thank-you for putting somebody to trouble — sorry to have bothered you. Doubled, and addressed to four departments of gods who have been holding station for two hours.
"Your worships may each return to your own departments.
歸本部, return to your own department. He dismisses them the way a senior official closes a meeting.
Two full hours of a whole city bowing, and four departments of gods patiently holding position overhead while it happens.
Then Pilgrim thanks them with the phrase you would use for a colleague who stayed late, and sends them back to their offices. After a chapter in which he has been refused, corrected, sent away and made to learn procedure, he ends it running the room.
