"The muddled king is bound to give some order — either he will talk it over with the Royal Father-in-Law, or he will have a fresh selection made and reported.
商量 keeps 量 at liáng, the verb: to weigh a matter with someone. 另行選報 — make another selection and report it — is the coldest phrase in the passage, and Wukong produces it without emphasis. He has understood the machinery.
"At that point we take the opening and make our submission, and there is no chance at all of the blame settling on us."
候罪坐於我 — the guilt sitting on us. Wukong is answering Tripitaka's exact worry in Tripitaka's own terms.
Tripitaka was greatly pleased.
Four characters. 甚 is shèn, very.
He said further, "But how are the children to be got out of the city now?
The practical question, and Tripitaka asks it the way someone asks about a removal job.
"If you really can bring it off, it will be a virtue as great as heaven in you, worthy disciple.
天大之德 — merit the size of the sky. The novel keeps a ledger of merit throughout the journey, and Tripitaka is telling Wukong that this one would count.
The passage is a planning meeting, and its texture is entirely administrative: orders, submissions, selections, reports, blame. There is not a sword in it.
The phrase about making a fresh selection is where the chapter's horror sits in this passage. Wukong is predicting, correctly, that a government capable of collecting eleven hundred and eleven children is capable of simply collecting eleven hundred and eleven more. Removing the children does not solve anything by itself; it only buys the pilgrims a hearing.
