The Jade Emperor read it through from the top, saw how the matter stood, and had the plaint itself endorsed as an edict. He summoned the Gold Star of Venus, Changgeng of the west, to receive the order and go to the Cloud Tower Palace to summon Li the Pagoda-Bearing Heavenly King before the throne.
長 is cháng here. 長庚 is the old name for the evening star, and 太白金星 is the same planet under its other name — Venus, treated as one of heaven's senior officials and, in this novel, its most reliable diplomat. The reading is the trap in the line: as zhǎng the character means senior, which is what it means in 長老 earlier in the chapter, and it is wrong here. The Emperor does not draft anything. He writes his endorsement on the accuser's own paper and it becomes law, which is exactly how a Ming memorial worked.
Pilgrim came forward and submitted, "I hope the Heavenly Lord will punish him properly;
好生 is properly, thoroughly. Having got everything he asked for, Pilgrim immediately asks for more, which is entirely in character.
otherwise there will be more trouble out of it."
事端 is the beginning of an affair, a source of trouble — still current. He is threatening the court with his own future misbehaviour, politely.
The endorsement is the most efficient thing in the chapter. The Jade Emperor does not compose an order; he writes on the plaint and hands it back, and the accusation becomes the summons.
Venus is the right choice of messenger and everyone in the novel knows it. He is the one who talked heaven into offering Pilgrim a job instead of a war, and he will spend the rest of this chapter doing the same sort of work.
