猖獗, running wild, unchecked. It is a formal word and the demon is standing on his dignity.

"If I called up my demon troops, drew up the ranks, shook out the banners and beat the drums and gave you battle, it would make me look like a stay-at-home tiger bullying you."

調 is diào, to transfer or call up — the band used of moving troops and officials, not the tiáo of tuning. 顯得 puts in the light de: made to look like. A 坐家虎, a tiger who stays at home, is one who is only formidable on his own ground.

總評 Commentary

This is the demon claiming the moral high ground and he does it well. He has a hundred armed officers and thousands of lesser fiends inside, and he declines to use them on the grounds that it would be unsporting. That is a genuine code of honour, and it is also the only reason Wukong survives the afternoon.

It is worth remembering how he got here. Fifty characters ago nobody in his hall would answer a call for volunteers, and he went out because refusing would have damaged the name. The chivalry is real and it is also a man making the best of having no support.
