If you have business, wait until it has been reported, and go in when you are summoned.
奉召方行 is four characters of procedure: receive the summons, only then proceed. Any civil service in any century would recognise it.
This is not the same as the Southern Gate of Heaven, where you may go in and come out and wander about on both sides as you please. Bah! Stand aside there."
咄 is a bark of rebuke — a single character that is pure noise, with its own exclamation mark, and it folds in with what follows because it carries no speaker of its own. The comparison is pointed: the Southern Gate of Heaven is where Wukong used to come and go as he liked, and the guardian is telling him that his old privileges do not run here.
The refusal is entirely procedural and entirely correct. Report first, enter when called. Nobody is being cruel; a rule is being applied.
The comparison with the Southern Gate of Heaven is the knife. Wukong really did have the run of that gate, and the guardian is reminding him that the status he is trading on belongs to a different administration and an earlier life.
So the Great Sage Equal to Heaven, who once fought the whole celestial army to a standstill, is told to wait his turn and stand aside — at the door of the person he has come to ask for help.
