The Buddha Tathagata was sitting in state upon his ninefold jewelled lotus throne, expounding the scriptures to the eighteen Arhats who turn through the world, and he opened his mouth and said, "Sun Wukong is here. Go out, the rest of you, and receive him."
九品, the nine grades, are the nine ranks of rebirth into the Pure Land, from highest-of-the-high down to lowest-of-the-low — a classification of who gets in and how well. The eighteen Arhats are the standard set of Buddhist worthies you meet ranged along the walls of a Chinese temple hall.
The assembly of Arhats obeyed the Buddha's instruction, and with pennons and canopies in two files came out of the mountain gate and answered aloud, "Great Sage Sun! The Tathagata has given orders that you be called in."
應 is yìng, to answer — the reading this character takes whenever the sense is replying. The Arhats come out in two processional files with banners and ceremonial parasols, which is how a temple receives an honoured guest.
The Buddha knows who is at the gate before anyone tells him, and the passage does not make a fuss about it — he simply names the visitor and sends the assembly out.
The reception is the answer to the guardians. Wukong was told to wait, report and stand aside; what he gets is eighteen Arhats in two files with banners, sent out to fetch him in. The most senior authority present overrules the gate staff without appearing to notice they exist.
It is also a very deliberate piece of staging. The Buddha was in the middle of expounding scripture, and he breaks off. The scriptures Wukong has just accused him of inventing out of boredom are set aside so that the one complaining can be brought in.
